Brazil’s congress receives 99 amendments to betting ban

Brazilian lawmakers submitted 99 amendments to Provisional Measure 1,394/2026, with five withdrawn, leaving 94 proposals that range from restoring the regulated market to preserving sports betting while prohibiting online casino games.

Brazilian lawmakers filed 99 amendments to Provisional Measure 1,394/2026, which bans fixed-odds betting, before the 13 October deadline. Five were withdrawn, leaving 94 active proposals. The joint committee assigned to review the measure has not been installed, while the measure remains in force and is due to enter the urgency regime on 9 November; its initial congressional consideration period ends on 23 November.

The amendments range from restoring the regulated market to permitting sports betting while prohibiting online casino games. Senator Astronauta Marcos Pontes’s Amendment 15 would keep fixed-odds betting on real sporting events and retain federal and state authorisations, with tighter advertising rules. Senator Dr Hiran’s Amendment 38 takes a similar approach and would allow authorised operators to use team and athlete sponsorships.

Other proposals would restore both sports betting and regulated online gaming or limit the ban to unlicensed operators. Deputy Mauricio Neves’s Amendment 64 would restore the authorised market with stricter advertising, responsible-design and player-protection requirements. Amendment 68 addresses treatment guidelines in the public health system, while Amendment 99 would redirect lottery proceeds to offset an estimated BRL2.6 billion sports-funding loss by 2027.
