Government plans AI monitoring of sports betting in Ecuador
Ecuador's financial intelligence unit expects to deploy a Palantir platform in January 2027 to detect suspected money laundering linked to sports betting, according to public administration secretary José Julio Neira.

Neira described the initiative on Teleamazonas's De Lunes a Lunes programme on October 5. He said the aim was not to prohibit sports betting but to strengthen supervision of platforms, operators and the origin of funds. Primicias reported he cited risks including digital transactions, multiple payment methods and third parties moving money.
The Unidad de Análisis Financiero y Económico would use Palantir's data analysis and artificial intelligence tools to examine large volumes of information and identify suspicious patterns. The plan follows Executive Decree 487 under President Daniel Noboa, which changed licensing and tax rules. Resident and non-resident operators must obtain a licence from the Ministry of Sports.
The unique income tax regime for sports betting operators began collecting tax in July 2024 at 15%. Licences run five years with an annual charge equivalent to 655 unified basic salaries, about US$307,000 at the 2025 minimum wage. Public bodies, including UAFE, were required to adapt systems within three months. Palantir also contracted with Ecuador in 2025 for customs risk management and transaction analysis, a separate deal worth more than US$6 million, according to Primicias. The report did not specify cost, data access or reporting obligations.
