Lottery in Argentine state of Entre Ríos to launch VLTs and online gaming

Entre Ríos’ IAFAS is expanding into video lottery terminals and online gaming while seeking coordinated action against illegal betting.

Carlos Moyano, president of Entre Ríos’ lottery and gaming regulator IAFAS, outlined the province modernisation at SiGMA North America 2026 in Mexico City. He described three channels: about 900 points of sale, eight casinos and 20 gaming venues, and an online platform offering slots, casino games and sports betting. The lottery is using VLTs to reach younger players, which Moyano said have worked better than traditional tombola games.

The online operation uses a concession model. The concessionaire handles advertising, revenue collection, customer acquisition and commercial operations, while IAFAS supervises tender compliance, retains public ownership and receives a fee. The source does not name the current concessionaire. Concession fees fund provincial social action, including security, sport, theatre, audiovisual projects and support for homemakers, plus problem-gambling prevention and responsible-use programmes.

Moyano said Argentina’s 24 independent gambling jurisdictions hinder a unified response to illegal operators. He did not challenge provincial authority but called for a coordinating body inside Argentina able to act more quickly.
